How to appeal a Vehicle Control Services (VCS) parking charge

Who VCS is and who it answers to

Vehicle Control Services Ltd (VCS) is listed on the International Parking Community (IPC) Accredited Operator Scheme register (checked 27 Oct 2026). It is not a BPA member, so POPLA does not hear its appeals. Members of the IPC scheme follow the Private Parking Sector Single Code, and the independent appeal stage is the Independent Appeals Service (IAS).

At the IAS stage, a standard appeal is free and the decision binds the operator but not you. If you miss the 28-day window, the operator can agree to a non-standard appeal, which costs £15 (IAS FAQs, checked 27 Oct 2026).

Check your notice first

  • Who drove? If you are the registered keeper, you do not have to name the driver. If you name the driver, you lose the keeper liability argument. See our guide to keeper liability under PoFA.
  • Camera (ANPR) charges. With no windscreen ticket, the Notice to Keeper must be given within 14 days, starting the day after the parking period ended. Post is presumed delivered on the second working day after posting (PoFA Schedule 4, para 9). See the 14-day rule and what to do if the charge arrived after 14 days.
  • Windscreen tickets. If a ticket was put on the car, a Notice to Keeper cannot be given until 28 days after the ticket, and must be given within 56 days of it (PoFA Schedule 4, para 8).
  • Time on site. The Single Code sets a consideration period (5 or 10 minutes, depending on the site) and a grace period of at least 10 minutes after paid or permitted time ends. See grace periods.
  • Signs. Check the entrance and terms signs were there, readable and showed the charge. Take photos. See signage appeals.

Grounds that often come up

Steps

  1. Appeal to VCS within 28 days. The Single Code says a charge may be appealed within 28 days, and the operator must reply within 28 days or tell you when it will decide (clause 8.4.1).
  2. Keep copies of everything, including photos of the signs and any payment receipt.
  3. If rejected, you can appeal to the IAS. A standard IAS appeal must be lodged within 28 days of the operator rejecting your appeal and is free. See IAS or POPLA.
  4. While an independent appeal is being decided, debt recovery must not start, or must be paused (Single Code clause 8.4.7). See debt collector letters.

Common questions

Do I have to say who was driving?

No. The registered keeper is not obliged to name the driver. If the operator wants to hold the keeper liable, it must meet the conditions in Schedule 4 of the Protection of Freedoms Act 2012.

How long do I have to appeal to VCS?

The Single Code says charges may be appealed within 28 days. Late appeals must be considered where you can show exceptional circumstances, such as being in hospital or abroad when the notice arrived.

What happens if VCS rejects my appeal?

You can appeal to the Independent Appeals Service. A standard appeal is free if made within 28 days of the rejection. IAS decisions are binding on the operator, not on you.

The new government Code

A government Private Parking Code of Practice was laid in Parliament on 20 October 2026. It is not yet in force. When it is, it will replace the Single Code and include a mandatory 5-minute consideration period and a 10-minute grace period. Until then, the Single Code applies.

Not legal advice. CarParkLetter is run by Pricing Logic Limited. We provide templates and general information only. We are not solicitors. Check your letter before you send it.

No guarantee of success. Outcomes depend on the facts, the evidence, the operator and the appeals body. If an appeal fails you may still have to pay, possibly without the early payment discount.
