How to appeal a ParkMaven parking charge
Who ParkMaven is and who it answers to
ParkMaven Limited is listed on the British Parking Association (BPA) Approved Operator Scheme register (checked 27 Oct 2026). The website listed for it on the register is www.parkmaven.com. BPA members follow the Private Parking Sector Single Code, and the independent appeal stage is POPLA.
ParkMaven runs an online appeal portal at https://www.appeal.parkmaven.com. It asks for the parking charge reference and your registration number before it shows the charge and lets you provide evidence (checked 27 Oct 2026).
Check your notice first
- Who drove? If you are the registered keeper, you do not have to name the driver. If you name the driver, you lose the keeper liability argument. See our guide to keeper liability under PoFA.
- Camera (ANPR) charges. With no windscreen ticket, the Notice to Keeper must be given within 14 days, starting the day after the parking period ended. Post is presumed delivered on the second working day after posting (PoFA Schedule 4, para 9). See the 14-day rule and what to do if the charge arrived after 14 days.
- Windscreen tickets. If a ticket was put on the car, a Notice to Keeper cannot be given until 28 days after the ticket, and must be given within 56 days of it (PoFA Schedule 4, para 8).
- Time on site. The Single Code sets a consideration period (5 or 10 minutes, depending on the site) and a grace period of at least 10 minutes after paid or permitted time ends. See grace periods.
- Signs. Check the entrance and terms signs were there, readable and showed the charge. Take photos. See signage appeals.
Grounds that often come up
- You paid, but the registration was mistyped. See paid but wrong registration.
- The cameras missed a visit, so two trips look like one long stay. See ANPR double dip.
- You overstayed at a shop or hospital for a reason outside your control. See supermarket overstays and hospital parking charges.
Steps
- Appeal to ParkMaven within 28 days. The Single Code says a charge may be appealed within 28 days, and the operator must reply within 28 days or tell you when it will decide (clause 8.4.1).
- Keep copies of everything, including photos of the signs and any payment receipt.
- If rejected, the letter must give you a 10-digit POPLA verification code. You have 28 days from the rejection to appeal to POPLA, and the code is valid for 28 days from issue. See POPLA code expired.
- While an independent appeal is being decided, debt recovery must not start, or must be paused (Single Code clause 8.4.7). See debt collector letters.
Common questions
Do I have to say who was driving?
No. The registered keeper is not obliged to name the driver. If the operator wants to hold the keeper liable, it must meet the conditions in Schedule 4 of the Protection of Freedoms Act 2012.
How long do I have to appeal to ParkMaven?
The Single Code says charges may be appealed within 28 days. Late appeals must be considered where you can show exceptional circumstances, such as being in hospital or abroad when the notice arrived.
What happens if ParkMaven rejects my appeal?
You can appeal to POPLA with the verification code in the rejection letter, within 28 days. POPLA will ask the operator for its evidence.

The new government Code
A government Private Parking Code of Practice was laid in Parliament on 20 October 2026. It is not yet in force. When it is, it will replace the Single Code and include a mandatory 5-minute consideration period and a 10-minute grace period. Until then, the Single Code applies.
Important
Not legal advice. CarParkLetter is run by Pricing Logic Limited. We provide templates and general information only. We are not solicitors. Check your letter before you send it.
No guarantee of success. Outcomes depend on the facts, the evidence, the operator and the appeals body. If an appeal fails you may still have to pay, possibly without the early payment discount.
